About the Author...

William J. Durch is a senior associate at the Henry L. Stimson Center in Washington, D.C., where he co-directs the project on Reducing Nuclear Dangers and Building Co-operative Security and previously directed work on US foreign policy and United Nations peacekeeping. A graduate of the Georgetown School of Foreign Service with a doctorate in political science from MIT, Durch has taught at Georgetown and at Johns Hopkins' Nitze School for Advanced International Studies, has lectured widely on the application and limitations of peacekeeping, and was principal author, most recently, of a study of technology's impact on American interests and policy ("Alternating Currents Technology and the New Context for U.S. Foreign Policy"). Prior to joining the Stimson Center, Durch was assistant director of the Defense and Arms Control Studies Program at MIT, where he wrote The ABM Treaty and Western Security and a companion Adelphi Paper for the London-based International Institute for Strategic Studies. Durch came to the MIT program from Harvard's Center for Science and International Affairs, where he was a research fellow, project administrator, and editor of National Interests and the Military Use of Space. As a foreign affairs officer at the US Arms Control and Disarmament Agency during the Carter administration he worked on missile defense and arms transfer-related issues, coming to government service from the professional staff of the Center for Naval Analyses. He is editor and coauthor of The Evolution of UN Peacekeeping (St. Martin's Press, 1993) and UN Peacekeeping, American Policy, and the Uncivil Wars of the 1990s (St. Martin's, 1996). He also coauthored Stimson Center studies of naval arms control, conventional force reductions in Europe, and strategic air and missile defense as part of the Center's assessment of US military roles and missions for the twenty-first century....
